إن الواقع المائي العربي يفرض تحديات كبيرة أمام الحكومات والشعوب العربية،حيث أن معظم الدول العربية باتت مصنفة تحت خط الفقر المائي، مما يعني ان نصيب الفرد العربي من موارد المياه المتجددة أقل من ألف متر مكعب في العام، وهو من أقل المعدلات في العالم, بالإضافة إلى ان (65%) من تلك الموارد منبعها من خارج اراضي الوطن العربي، وتشير الدراسات إلى ان حصة الفرد العربي من المياه في تدني متزايد مع الزمن، مما ينذر بنقص حاد في القدرة على تلبية المتطلبات التنموية الأساسية.

وحيث أن الأمن المائي هو الرافد الرئيسي للأمن الغذائي والتنمية الصناعية والاقتصادية والرفاهية الاجتماعية, فعلى جميع الحكومات والشعوب العربية ان تدرك خطورة تفاقم الفجوة المائية الناتجة عن الشح المتزايد في المياه في الوقت الذي يتنامى فيه الطلب عليها، وأن الأزمة المائية العربية باتت وشيكة, وأن الطموحات والخطط التنموية العربية أصبحت في مهب الريح, الأمر الذي يتطلب من الجهات المعنية بالشأن المائي في القطر العربي أن تقوم بما يلي :

  • بذل مزيد من الجهود الرامية إلى تعزيز الأمن المائي العربي وحماية موارد المياه الغير متجددة من الاستنزاف بسبب الاستخدام الجائر وبحث كافة السبل الكفيلة بتجنب العجز في الميزان المائي في المنطقة العربية.
  • صياغة وتبنى السياسات التي تستهدف الاستخدام الامثل لموارد المياه المتاحة بفعالية وكفاءة ووضع الاطر التنظيمية التي تضمن تطبيق أفضل الممارسات العالمية لاستغلال تلك الموارد.
  • اتخاذ التدابير اللازمة لحماية مصادر المياه من التلوث ومعالجة مياه الصرف الصحي والصناعي بأحدث الطرق وإعادة استخدامها كمورد غير تقليدي ومتجدد للمياه.
  • تحقيق متطلبات التنمية المستدامة, التي تعني تلبية الاحتياجات التنموية الراهنة مع حفظ حقوق الأجيال القادمة في الموارد الطبيعية لضمان استمرار التنمية المتوازنة عبر الاجيال.

Introduction

The current condition of water poses substantial challenges to the Arab peoples and the Arabic governments, Most Arabic countries are currently classified under the water poverty line, which means that the share of the individual Arab of the renewable water resource is less than a 1000 m3 per year, which is one of lowest rates in the world. Moreover, 65% of these resources spring outside the Arab lands. Furthermore, studies shows that the Arab individual’s share of water is continually decreasing with time, which warns a critical shortage in the ability to satisfy the needs of fundamental development.

Water security is the main tributary to the food security and industrial and economic development and also for social luxury; thus, all governments and Arab peoples should realize the danger of expansion of the water shortage gap resulting from the increased scarcity of water; in a time when the demand for water increases. The Arabic water crisis is drawing near, and the hopes for the Arabic development plans and ambitions are now out of reach, which requires the parties concerned with water matter in the Arabic region to perform the following:

  • Exerting more effort aiming to enhance the Arabic water supply and protect the non-renewable water reserves of depletion because of the overuse of it and reaching out for all possible methods that may help avoid the disability in the balance of the water reserves in the region.
  • Establishing and adapting policies aiming to use the available resources commendably and effectively, establishing the organizational frameworks which ensures the best international practices to exploit these resources.
  • Executing the needed measures to protect water resources of pollution and recycling the domestic and industrial wastewater using the newest technology and reusing it as an unconventional and a renewable source of water.
  • Achieving the needs of sustainable development which means satisfying the current development needs and also preserving the rights of the next generations in the natural resources, in order to ensure the continuity of development throughout generations.
